Sometimes a document packet is a mix — a scanned PDF form plus a couple of photos, all needing to become one file. This tool combines any mix of PDFs and JPG/PNG images into a single PDF, in the order you set, entirely in your browser. PDF pages are copied as-is; images become new pages.
When you need both types in one file
Real submissions are rarely all one format. A typical application packet is a filled PDF form plus photographed certificates plus a scanned signature — some already PDFs, some phone photos. This tool takes both and produces one document, in whatever order you set, so you do not have to convert the images separately and then merge in a second step.
How each type is handled
PDF files have their pages copied across without re-encoding, so those pages keep their original quality and selectable text exactly. Images are embedded as new pages sized to match the image. The result is a single document where the PDF-derived pages remain fully searchable while the image-derived pages are, unavoidably, pictures — text inside a photographed document is not selectable unless it goes through OCR.
Set the order deliberately
Files appear in the order you added them, which is rarely the order you want. Use the arrows to arrange them before combining, and pay particular attention to where the images land relative to the PDF pages — a certificate that should follow the form often ends up before it if the image was added first. The thumbnails make this quick to check at a glance.

- JPG and PNG. WebP isn't supported for PDF embedding — convert it first using one of the image converter tools.

- You'll need to unlock a password-protected PDF first — this tool doesn't handle encrypted files.
- Are my files uploaded to a server?
- No, combining happens entirely in your browser. Nothing is sent anywhere.
- Can I add a password-protected PDF?
- No. Encrypted PDFs cannot be read, so unlock the file first.
- Does the merged file stay searchable?
- Pages that came from PDFs stay searchable. Pages created from images are pictures and would need OCR to become searchable text.
