Millimetres, pixels and DPI
A physical size in millimetres only becomes a pixel count once a print resolution is fixed. At 300 DPI — the standard for photo printing — a 35 × 45 mm Indian passport photo is 413 × 531 pixels, and a 51 × 51 mm US photo is 602 × 602. If you are uploading to a portal it will usually state pixel dimensions directly and DPI stops mattering. If you are printing, DPI is what decides whether the print is sharp, and you must print at actual size with any 'fit to page' or 'scale to fit' option turned off — otherwise the printed photo will not measure what it should.
Your selection is never stretched
A passport photo has a fixed aspect ratio, and a selection you drag by hand almost never matches it exactly. Rather than squashing your selection to fit — which distorts the face and is itself a rejection reason — this tool expands the selection outward from its centre until it matches the required shape.
